I don’t know where I am going wrong as I am following the instructions to the letter. Any advice would be much appreciated.

I would be using both (including the older Contents Aware Fill as well), I am currently processing thousands of scanned images – and Generative Fill will have taken too much time. Except when Content Aware Fill fails totally – then I use Gen Fill.
